Leaders Unlocked is a not-for-profit social enterprise whose aim is to allow young people and underrepresented groups to have a stronger voice on the issues that affect their lives.

Leaders Unlocked will work with Cleveland OPCC to engage with young people from across Cleveland to establish a Cleveland Youth Commission as a sustainable, structured system for young people aged 14-25 to influence decisions about policing and crime in Cleveland.
The project will represent the views of young people across Cleveland to the Police and Crime Commissioner to support the development and delivery of the Police and Crime Plan.
The project will take place over an 8-month period and will involve the following phases of work:
- Local mapping – map out relevant local partners and community groups across Cleveland region, and look at the demographic make-up of the region
- Recruitment – proactively recruit 20-25 young people from diverse localities and demographic groups, including those from under-served or more marginalised groups such as young offenders, looked-after children, and young people from Black and Minority Ethnic (BAME) backgrounds.
- Inaugural meeting – establish vision and priorities of the group.
- Skills training and tools – deliver a skills training event with the Youth Commission to equip the members with the professional training, support and tools they need to undertake high quality peer research with other young people about their priority issues. This practical training will develop key skills in communication, peer research, interview techniques and active listening.
- The ‘Big Conversation – The ‘Big Conversation’ will see the Youth Commission members going out to talk to other young people in their communities, with the professional support of Leaders Unlocked. It will involve planning and delivering a wide range of outreach and consultation activities with a very diverse cross-section of the youth population in Cleveland to engage at least 1,200 young people in meaningful conversations about the Youth Commission’s key priorities. This process will include targeted consultation events with harder-to-reach and minority groups, such as young offenders, looked-after children, and faith groups.
- Analysis and Recommendations – the Cleveland Youth Commission will come together to analyse their findings and develop viable recommendations for the PCC, police and partner agencies. This process will take place with close involvement from the PCC and police to ensure that the recommendations are realistic and in line with the Police and Crime Plan and current priorities. The Youth Commission’s recommendations will help.
- Final conference and report: The project will culminate with a final conference and showcase event, at which the members of the Youth Commission will present their key findings and recommendations to an audience of the PCC/ OPCC, police, partner agencies, and local community partners.
Work with the Constabulary – the project will facilitate opportunities for the Youth Commissioners to inform and challenge the Constabulary over this period, with possible involvement in the recruitment and training of officers, advisory input to police strategies and decisions, and scrutiny of performance in key areas such as Stop and Search
