Police and Crime Commissioner’s Roles and Responsibilities
The PCC:
- Represents and obtains the views of local communities;
- Sets policing priorities in the annual Police and Crime Plan
- Holds the Chief Constable to account;
- Sets the force’s budget each year and funds it from Council Tax payments;
- Can appoint and dismiss the Chief Constable;
- Publishes an annual report showing how targets have been met
- Promotes public awareness of police and crime performance;
- Considers working with other services to improve efficiency and effectiveness;
- Ensures value for money;
- Makes sure the Chief Constable fulfils their duties relating to equality, diversity and safeguarding children.

Additional Duties
The PCC is responsible for handling the review of less serious misconduct cases against the police.
He can also introduce new procedures for the police to deal with public complaints and has overall responsibility for making sure the force deals with complaints effectively.
The PCC can collaborate with all three emergency services to improve their efficiency or effectiveness> He can also be represented at the fire and rescue authority.
He is also responsible for a range of commissioned services and grants available for community safety projects.
In addition, the PCC represents his office – and the people of Cleveland – on a number of local, regional and national bodies.
